Subscriber Policy Information
Thank you for choosing Telerama Public Access Internet as your Internet
Service Provider.
Billing :
Telerama's billing cycle covers 30 days of service. All service is paid for in
advance. Payment reminders will be sent 18 days prior to your billing date. Payment
is due by your billing date so that your service will continue without any
interruptions.
An auto-debit payment program is available for your convenience. If you opt to
have your credit card or bank account auto-debited, you will not receive payment
reminders in the US Mail or via electronic mail. Your credit card or bank account
will be charged automatically when your payment is due.
Late Payments :
If payment does not arrive on or prior to your billing date, your account will be temporarily suspended until
payment is received unless prior arrangements have been made with our billing department.
Cancellation of Your Account :
To cancel your account for any reason, you must
notify Telerama. A postal letter, e-mail, or FAX containing your login
ID, your real name, a telephone number, e-mail address or postal
address where you can be reached, along with the request for
cancellation, must be sent to Telerama. The day we receive this
notice will be considered the day the cancellation is requested.
You must complete an authentication process before we
will process your cancellation. Typically, this will take the form of
a code number sent to the primary email address on the account. This
number must be retrieved and read back to us before we will initiate
the cancellation. Note: Any reasonable delay attributable to
this authentication process may not count against you. We reserve the
right to determine the length of a reasonable delay.
Refunds are only granted for fully unused 30-day
increments. If you sign up on November 1 for a 30-day period, and
cancel the next day on November 2nd, you are still charged for the
full 30 days. There are no sub-30 day refund increments.
Special passes purchased for periods greater than 30
days must be used fully in order to derive the face-value benefit.
Should you choose to cancel before the time period is up, the special
is considered null and void. Instead, we will go back and calculate
the number of 30 day increments since the start of service under the
special. You will then be charged for those increments at the regular
per-increment rate, and any refund is calculated accordingly.
Consider signing up for a 1-year (12 period) pass on
January 1. Should you decide to cancel on May 20, we consider your
usage to be five 30 day increments (four full increments plus 20 days
of a fifth). Since the payment for a 1-year pass is equvalent to 10
30-day increments, you would then refunded 5 full increments
NO SPAM OR NETWORK ABUSE OF ANY KIND :
The sending of unsolicited commercial e-mail (also known as UCEs or spam) through
Telerama's e-mail servers or through any other e-mail servers (relaying) is strictly
prohibited. The mass posting of messages to newsgroups or inappropriate (off-topic)
posting of messages to newgroups on Telerama's nntp-news server or any other
nntp-news server is also prohibited. No other forms of network abuse or illegal
activity will be tolerated. This may encompass, but is not limited to, illegal possession of copyrighted materials, exploitation
of security holes or software "bugs", denial of service attacks, port scanning, or
any form of compromising any account(s) that the user does not have specific
permission to access. The sending of e-mail messages may be limited to a reasonable
amount per day (less than 250 messages per basic account user per day).
Network abuse and/or "spamming" will result in immediate suspension and deletion of
the account from which the abuse originated. No refunds for unused service will be
granted in such cases, and the individual resposible for the offense may be fined up
to $500.00 for administrative handling of the repercussions of the abuse incident.
There are no exceptions to this network
abuse/spam policy.
Dial-up Capacity :
Telerama makes its best effort to ensure against busy signals, but from time
to time, unexpected high usage may get ahead of our efforts to add new
lines and digital modems. Any such occurrence is intended to be rare, and as soon
as we have indication that any busy signals are occurring, we will take steps
to increase our capacity to alleviate the situation. However, the delay
between ordering additional telephone lines from the telephone company and
having working telephone lines delivered and operational is usually measured in weeks.
This may lead to delays in eliminating busy signals from our modem access lines.
Unlimited Browsing and E-mail Access :
A Telerama Personal Internet Service Account, Power
Pack, and other Telerama services include unlimited browsing and
e-mail access. However, these basic accounts are not dedicated
connections, and are to be used in a reasonable manner. That means
that any of our customers who have dialup access included with their
Telerama Services may maintain a
dialup connection from their personal computer to Telerama as long as
they are browsing the web, sending or receiving e-mail, or actively
utilizing our online services. Telerama prohibits customers from
making multiple simultaneous connections with the same login ID,
running 24-hour servers or office networks, or using any client side
software to maintain a connection to our dialup ports using a Personal
Internet account except by express permission and with a dedicated
connection configured by Telerama.
In addition, normal accounts are to use email and other resources in a
reasonable fashion. For email, a good rule of thumb is that if you're
sending and/or receiving more than 200 messages in a day, you may be
making unreasonable use of your account. This rule is to prevent
people from using substantially more than their fair share of
resources. There are some individuals who may participate in a lot of
personal correspondence. We are not seeking to limit those people.
As such, unreasonable use of email or other resources is determined
solely by Telerama. If you're a spammer, even sending one message is
unreasonable use of resources. If you're Bill Gates, getting 1000 fan
emails a day may not be unreasonable.
Our basic business services are tailored for those
companies that are using the Internet as an adjunct to their regular
business. Those companies that use the Internet substantially or as
their primary means of business almost certainly should not be using a
basic account. Again, Telerama reserves the right to determine when
your company is making unreasonable use of their basic account.
If Telerama finds that you are violating this policy,
you will be asked to upgrade your service to one of our other services
that is appropriate to your application, such as a dedicated line or
colocated services. If you opt not to upgrade your service and do not
comply with this policy, your account may be terminated.
Local Access Numbers :
It is the subscriber's responsibility to verify with the telephone company that the
access number that he or she has chosen will be a local, toll free call. We have
done our best to try to compile accurate information regarding the exchanges that
should be local calls to our access numbers. Only the telephone company can verify
whether or not a call is going to be a toll call. Telerama will NOT be held
responsible for any toll charges from any telephone company that
are as a result of dialing into any of our access numbers.
Upgrades and Service Changes :
Services provided by Telerama are expected to change from time to time as technology
changes and systems are upgraded. Telerama reserves the right to change any service
offered or the features of any service offered or its network without notice, including
changes to access and use procedures, any system hardware or software, or any programs
or services on our Unix shell servers. No discounts or account credits will be applied
to any accounts following any change to our system, services, or network.
Reasonable Use :
Telerama services are to be utilized on a "reasonble use" basis.
Disclaimer :
Telerama makes no warranties of any kind, either expressed or implied, for the service
it is providing. Telerama will not be responsible for damages suffered through the loss of
data resulting from delays, misdeliveries, nondeliveries or service interruptions caused either
by Telerama or our subscriber's errors or inefficiencies. Telerama does not control or
otherwise bear responsibility for decisions made by the InterNIC (Network Solutions),
or control, review, or edit the content of the information passing through
Telerama's Network.
Telerama Rule Book :
1. Telerama's Internet services are intended to be used for the
purposes of education, research, recreation or economic development.
2. A Telerama basic account (also known as a Personal Internet
account) is intended to be used for non-commercial purposes and by one
person only.
3. Keep your password a secret. Telerama employees may ask for your
password under special circumstances, but never give your password to
anyone else.
4. If you come across a 'bug' in our system, you are required to
report it to Telerama immediately. If you exploit an error in our
network configuration or accounting system either to gain unauthorized
access to our system or to receive free or discounted services, you
are committing a crime. Your account will be closed immediately and
legal action might be taken against you.
5. Telerama operates under the laws of the City of Pittsburgh, the
Commonwealth of Pennsylvania, and the United States of America. Any
actions made with the use of our services that violate those laws will
result in the immediate cancellation of your Telerama account.
6. Above all else, please be polite and respectful to all Telerama
customers, Telerama employees, and to fellow Internet travelers in
general. Telerama reserves the right to cancel your account if we
feel that you are acting in an abusive or reckless manner towards
others while you are connected to the Internet through our service.
